Does Defender for Cloud Apps access policy apply to desktop and mobile apps in addition to the browser?

I created an access policy on Defender for Cloud Apps to block access from risky IP addresses. However, I am unsure if the policy applies to desktop and mobile apps or just the browser. Although testing shows that the browser session is blocked, Outlook desktop still seems to be working normally. Any insights would be appreciated. Thank you.

I believe you might need two policies, one that affects the browser and another for the mobile/desktop apps. The behavior for desktop and mobile apps might differ from browser sessions. This documentation https://learn.microsoft.com/en-us/defender-cloud-apps/access-policy-aad on creating access polices details that you need to Filter for browser or mobile/desktop apps when creating the policies.
