Inspect the hardware: Make sure all hardware is well connected and free of damaged or loose parts. You can also try disconnecting unnecessary external devices (such as USB devices, external hard drives, etc.) to see if there is any improvement.
Safe Mode Boot: Try to enter Windows Safe Mode. Press the F8 key at startup or hold down the Shift key in Windows 10 while clicking "Restart" and select Enter Safe Mode. If you can get into safe mode without any problems, then the problem may be caused by an installed program or driver.
If that still doesn't work, try a clean install.
