Hi,
Open the Operations console and select Monitoring. Navigate to the Operations Manager\Agent Details\Agent Health State view. In Agent State from Health Service Watcher, select the agent you want to check connectivity for.
For network connections, please check if all agents are on the same subnet, are there any firewall?
If the issue still exists, I recommend you try to reinstall an agent of those 65 servers to see if this agent show under the Windows Server Operating System State.
