    Hi Andrei,

    It seems like the mailing group contains a moderator.

    You can check from the EAC or PS

    1. Using the Exchange Admin Center (EAC):
      • Open the EAC.
      • Navigate to Recipients > Groups > Distribution list.
      • Select a distribution list.
      • Click Settings > Edit Message approval.
      • Check the Require moderator approval for messages sent to this group box.
      • Check users of the Group moderators list who are set for approve or reject messages.
    2. Using PowerShell:
      • Use the Set-DistributionGroup cmdlet to enable moderation:
             Get-DistributionGroup "dl@mydomain.com" | select ModerationEnabled
