publish winui3 app to microsoft store certification failed, reason is 10.2.10.1 Security

I cant find 10.2.10.1 policy in Microsoft Store Policies website .

and the reason in report is "The product poses a risk to users or to the security or functionality of the device or the Store. An App or its metadata cannot initiate downloads of other apps or executables."

what my app do is provide the programming packages download for programmers, like C# nuget packages' download 、VisualStudio's extensions、VisualStudioCode's extensions.

what can i do to solve it.
