unable to select resource group when trying to move to azure update manager

We are attempting to upgrade to the Azure Update Manager as their current update solution will no longer be supported past August 2024. When I click the link to update, I am given the option to select the subscription, resource group, and automation account. The resource group drop-down is blank, with no available items, even though we have several resource groups in use.
