Add-in development under G3 GCC license

I'm developing an Outlook add-in, we're assigned a G3 GCC license, and I'm assigned the Exchange Administrator role. Upon attempting to launch an add-in using Yeoman's Generator, I'm presented with:

(×) Error: Get ServiceUrl failed. Request failed with status code 403

To confirm if this was an issue with the role, I signed up for a M365 Enterprise trial, created a user with only the Exchange Administrator role, and the debugger on VS Code launched without any issues.

Would the G3 GCC license cause this issue? Would the E5 Developer subscription resolve this issue?
