Azure Event Grid latency on publish event is occasionally very high

I am running an Azure Event Grid Topic on the Basic pricing tier. On average the latency for publishing event to the topic is fine but occasionally the latency for publish can go as high as 20 seconds. Any advise for improving the latency?

I expect these limits are in place.
Can you tell use how many TU (throughput units) you use and how many messages are arriving and how many destinations you have created? Can you also tell the average message size?
