upgrade Azure devops to newest version on premises?

We want to upgrade our on premises Azure devops server 2019 to the latest.

We want to install this on a fresh new Windows 2022 server. How is the plan to do this?

We want als all our extentions/plugins to be restored automatically after a backup/restore.

Is this possible?
