According to this Fasttrack for Azure site, a partner could nominate a customer project. https://azure.microsoft.com/en-us/pricing/offers/azure-fasttrack/#faq
I combed through everything at the site and opened up multiple Microsoft Support tickets. Each time, it just bounded to another team. Ultimately, they pointed back to the Fasttrack for Azure site (which of course have no answers).
This is going nowhere. Anyone could provide a hint?
