It sounds like your laptop is getting stuck during the startup process while trying to apply a software installation policy. Here are a few steps you can try to troubleshoot this issue:
1.Is your machine in domain or workgroup?
If it is in one domain, you can try to remove the machine temporarily from domain and try to check if any domain policy cased the problem.
If it is in one domain, do your IT Administrator deploy any software installation policy on this machine via domain GPO setting?
2.Restart in Safe Mode:
Restart your laptop and repeatedly press the F8 key (or Shift + F8) before Windows starts to load. This should bring up the Advanced Boot Options menu.
Select "Safe Mode" or "Safe Mode with Networking".
If the laptop can start in Safe Mode, you may be able to investigate or uninstall the problematic software.
3.Use System Restore:
While in Safe Mode, you can try using System Restore to revert your system to a point before the issue started.
Open the Start Menu, type "System Restore" and follow the prompts to choose a restore point.
4.Startup Repair:
If restarting in Safe Mode and System Restore don't work, you can try running Startup Repair.
Turn off your laptop, then turn it on and press F8 before Windows loads. Select "Repair your computer" and then "Startup Repair".
5.Reset the PC:
As a last resort, you might consider resetting your PC. This will reinstall Windows, but you will lose any personal files and installed apps, so make sure to back up your data first if you can.
