1.Mare sure you assign license for the newly created account.

2.Go to the Microsoft admin center -> Users -> Active users -> Select the user -> OneDrive -> Check whether the OneDrive is setup.
If not, go to portal.office.com/onedrive to set it up. It might take a while.
