Startup menu pinned apps resetting on default profile when imaging.

I need some help with an issue I've encountered after installing Windows update KB5040527 (Also happens with kb5051585). Before the update, I was able to install the Windows image on various devices without problems using Microsoft's deployment and imaging tools env. (ADK and Windows PE), and my pinned Startup menu apps remained consistent. However, since installing these updates, the Startup menu apps will reset to default, and reinstalls apps that I had previously uninstalled. It works on the profile I create the image with, but resets every time I create a new profile.

I am using 10.1.25398.1 version of ADK and PE which supports 23H2.
