As I understand, you want to take backup of Azure Database for PostGreSQL Flexible server and restore to another.
PostgreSQL Flexible Server backup data can be recovered in user specified storage containers that can be used to re-build the PostgreSQL flexible server. Customers can restore this data as a new PostgreSQL flexible server with DB native tools.
Currently, backing up individual databases is not supported. You can only back up the entire server.

- Before you restore from Azure Database for PostgreSQL Flexible server backups, ensure that you have the required permissions for the restore operation.
- Backup data is stored in the Backup vault as a blob within the Microsoft tenant. During a restore operation, the backup data is copied from one storage account to another across tenants. Ensure that the target storage account for the restore has the AllowCrossTenantReplication property set to true.
