I’m logged in as GA and attempted to set the default_transaction_read_only parameter to OFF. It shows as successfully deployed, but after refreshing the page, the change does not persist.

The problem still persists now.

You can also try restarting the server or use CLI command to make the update.
az sql db update --resource-group <resource-group-name> --server <server-name> --name <database-name> --set default_transaction_read_only=OFFRegards,

There might be policies or configurations in place that reset the parameter. Review any automated scripts or policies that might be affecting the database settings
