What you mean is the lack of Export and Import options in Outlook and Get Data from PDF options in Excel, right? If so, you may refer to the following steps:
Outlook
- Does the issue occur on the classic Outlook desktop client? As i know, New Outlook does not support the function of Export and Import.
- What is the version of your Outlook? It is recommended that you please check the Outlook client version (File>Office Account>Product Information) and try to upgrade to the latest version to see if the problem is resolved.
- Is the button completely disappeared or grayed out?
- If it is grayed out, it is recommended to check whether the Outlook language (File>Options>Language>Office Display Language) is consistent with the system language, usually inconsistent language may cause graying.
- If it disappears completely, considering data file corruption, it is proposed that you create a new profile, re-add your account to the new profile and check if the same error still occurs.

Excel
