VS 2015 Enterprise Update 3 Iso Setup Failure: A setup package is either missing or damaged cab1

Question

i tried installing Visual Studio 2015 Update 3 (KB3165756), but i encountered errors
Visual studio wont start, the log file is attached52748-log.log

I clear my temporary files and try to do a repair on Visual Studio 2015. Looks like one of the packages did not download right

Before the installation, please check for updates and ensure that all pending windows updates have been installed and completed, then reboot your PC.
After updating your Windows to the latest version, please try to delete the following folder and retry the installation:
C:\ProgramData\Package Cache.unverified

In addition, from your logs, I found connectivity issue during download. Please verify if you can reach to the following URL through your browser. You do not need to run them at all. If this works for you, please re-download the Visual Studio 2015 from the Download page and run it as administrator:

If it doesn’t work, please check your Internet connection and ensure that you are in a stable network environment. Then, try the installation again.
