Hi,
The error 0x80070422 indicates “The service cannot be started, either because it is disabled or because it has no enabled devices associated with it”.
You could try the following steps:
Run the troubleshooter:
Settings> Update & security> Troubleshoot> Windows store app
Reset Windows Store
Press Win+R hotkey together to start Run dialog.
Type WSReset.exe, then click OK to reset the Store app.
Run dialog
Reboot after it finishes.
Adding new accounts shouldn’t affect the activation status of Windows, you could check in the Settings> Update & security>Activation.
