The application wizard in Visual Studio 2019 when generating an MFC application using CScrollView will now generate new scroll bars that are very thin and have minimal functionality. Is there any way to enable classic scroll bars (like those in Visual Studio 2019) that support a context menu for browsing through the document?

I could not reproduce your issue using VS2019 on Win10 22H2. After building the MFC Scribble sample right clicking on the active scrollbar produced the context menu.
The problem occurs when creating a new application using the application wizard. Compiling old applications still do the classic scroll bars.
Can you share a demo application that reproduces your issue?

I am using the latest build of VS2017 (v15.9.73) because later versions of VS no longer support the application wizard. The following steps can be used to create the project:
Create a new project and make the following choices, then press OK:
Setup as follows and then press Next:
You can just accept the defaults or do as I did and use "JPG" as the document extension, and then press Next:
I set the Command bar to "Use a menu bar and toolbar" on this screen and then pressed Next:
Accept the defaults and press Next:
Select "View" in the Generated classes dropdown and then in the Base class dropdown select "CScrollView" and then press Finish:
I built the 64 bit version of the application and resized it vertically until the vertical scroll bar showed up:
The scrollbar is newer less functional version instead of the classic scrollbar.

Out of curiosity I fired up a copy of Visual Studio 2010 and used the MFC wizard to create a new MDI application using CScrollView as the base class for the generated view code.
Reducing the window size so that the scrollbar appeared and then right clicking did not produce the desired context menu. So I don't believe this behavior has anything to do with changes to MFC over the years.
Since the MFC Scribble sample does produce the desired context menu I suspect that an application view class derived from CScrollView must contain code that reacts to document sizes and view positioning in order for the desired context menu to be displayed. Obviously, the wizard generated code for the view and document classes does not do these things.
