Here is a list of free Azure services.
You can create Windows and Linux VMs for free and use them during 750hours (only running state counts).

VM should be B1s in size and Disk should not be more than 64 GBs.
If you are creating VM through portal then there is no option to select OS disk size and by default it will be 127 GB.
You can use PowerShell or Az Cli with Windows Small Size image.
