In order to use azure VMware solution, to connect to my onprem site do I need ExpressRoute ? why the documentation mention the vpn site to site? can I only use vpn?

Can you link the documentation you are referring to? VMware on Azure does require an ExpressRoute connection using a VPN Gateway.
I was referring to this

where it says "Services such as Azure ExpressRoute and VPN connections deliver the connectivity", but maybe VPN is referring to express route, not S2S?
An Expressroute is required for a connection to your private cloud in both the deployment models described in that document.
There is not much info about how to create the connection from a VNET to your private cloud, but it is likely a VPN that provides this connectivity.
