.NET Migrate & File Sync Tool for Windows File System to Dropbox

I need to write a migrate & sync utility in .NET that will assess and migrate/sync files and folders in Windows 10 or Server OS to Dropbox Business team account.

Can someone guide me on the best practices to follow while writing such a Migrate & sync tool? Are there any open source code or forums that will help me?
