What is the version of your SSMS? SQL server 2019 installation may failed if SSMS 18.x( older than SSMS 18.3.1) installed. The error message occurred is same as these.
Try the workaround:
1.Uninstall any version of SSMS older than SSMS 18.3.1.
2.Install a newer version of SSMS (18.3.1 or later). For the latest version, see Download SSMS.
3.Install SQL Server 2019 (15.x) normally.Best regards,

Andrew D'Antonio 5 Reputation points2024-09-07T17:58:11.6566667+00:00 Go to control panel and remove any existing versions of the OLE DB Driver and manually install the OLE DB Driver from the SQL Server installation media (ie. "E:\1033_ENU_LP\x64\Setup\x64\msoledbsql.msi"). Then re-run the installer and it will skip looking for the .msi since it's already installed.
