Dell Laptop XPS 17 9700

Old SSD lost connection with laptop and with it I lost everything: OS, personal files, etc... Unfortunately, I failed to backup before it got damaged.

* Dell support sent me a USB Flash Drive to install back Windows 10

*Laptop has Installed a New SSD 990 Samsung 1Tb

*I can only access laptop via F12

Note: Ran a Quick Test & an Advanced Test of the laptop. Results: No errors reported

  1. The Dell USB FLASH DRIVE ran successfully / uploaded 100% etc...
  2. @ point of count down/ I did both Left the USB FD connected and also had disconnected before the automatic restart phase.

Problem: With & w/o the USB, at the phase "Getting Devices Ready" it only reached 61-63%.

Having access to Laptop only via F12; What are my next step/s to figure out what is preventing the installation?

    QUICK TEST RESULTS

    ADVANCED TEST RESULTS

    On Advance Test, under detail view, it doesn't show all individual test results. Screen is locked.

    Ran Advance Test a 2nd time with Thorough Mode selected

    and the results: All test passed too.

    As for running V2 Log Collector, I am unable to booth to Windows. All I have managed to access via

    F12 is DELL One-Time Boot Setting

    F2 BIOS Setup

    Please understand, I have 0 tech knowledge. Please describe steps to access Windows.

    1. Find a flash drive that you can format (> or = 8 GB).
    2. Find a working Windows computer.
    3. On the working Windows computer create a free Windows 10 Media Creation Tool (MCT) (Windows 10 iso).

    1. On the problematic computer boot to the Windows 10 MCT (Windows 10 iso).

    1. Delete all partitions creating an unallocated internal disk drive
    2. Perform a Windows 10 clean install by following the text and images in this tutorial:

    1. In case there are any BSOD > take pictures > post images or share links
    2. Install drivers using the Dell support assistant or manually from the Dell website

    Please run the Dell preboot diagnostics > take pictures > post images or share links displaying the tests performed with results

    When my original SSD internal memory failed. My laptop no longer had anything to boot into. Essentially, I am at the point where I need to do a clean installation. Unfortunately, after completing the USB FLASH DRIVE Windows 10 (Provided by DELL) successfully. At the phase that the laptop initiates "Getting Devices Ready" it only gets to 61% and then I get the Blue Screen with Stop code: Driver Power State Failure. When I start the laptop, all I have access via F2 & F12 is to only BIOS Setup.

    What are my options? To figure out what's causing the Driver Power State Failure.
