This might be an issue with the controller actually. A user suggests updating the firmware before connecting the controller.
"Go to the Microsoft Store and install and launch the Xbox Accessories app
Plug your Xbox One controller into your PC via USB
You should see an 'Update Required' button on the plugged in controller in the Accessories app, click it and follow the instructions to update. NOTE: DO NOT move, unplug, or touch the controller while it's updating, make sure the cable is plugged in solidly and put it somewhere stable where it won't fall or get knocked over, otherwise you could brick it
After the update is complete, unplug the controller and try pairing again"
You're going to need a cable connection first to update the firmware.
Another user suggested that you might need to install .NET 6.0

Is this an Xbox one controller? I personally use the wireless USB adapter rather than Bluetooth. Maybe consider getting one of those.
