    Update: This issue is resolved.

Try to access this link: https://ms.portal.azure.com/?Microsoft_Azure_Marketplace_ItemHideKey=peerasn%2Cisp#create/Microsoft.Peering and go to 'Create a Peering' page on Azure portal.

    Hi,

I also receive the "Oops! Could not create the marketplace item This marketplace item is not available.", they might have a temporary issue.

I suggest you contact the Azure Support team on Twitter, they are actively answering questions there and can provide you with help.
    https://twitter.com/AzureSupport

or create an Azure support ticket here:

    Hi Leon,

    Thanks for the quick reply.

I was actually just in contact with Azure support and they suggested I post a forum with the issue I'm seeing.

Hoping their engineering team would assist

    Regards,
    Salah

Then I'd suggest creating a support ticket:
    https://azure.microsoft.com/en-us/support/create-ticket

Escalate it depending how urgent it is for you.
