Since you are creating it as a new account, you will not be able to use any domain other than Outlook.com to create it. Once you get the @outlook.com address created, however, you may be able to create an alias using your old address by visiting https://account.live.com/AddAssocId.

I would just like to add... If you have not logged onto your Microsoft Email Account in over 365 days through a web browser. Then the Account is then terminated and everything with the account (Such as files, emails, contacts...) are removed.

It depends on what is the domain of your account.
If it ends in @outlook.com or @hotmail.com, you can still create an account with the same name if it's available.
If it ends in a domain like @live.com, or with country domains like @hotmail.co.uk, these are already 'obsolete' domains, that are not provided by Microsoft anymore, that's why it's 'reserved'. You cannot create a domain like this anymore.
If it ends in @msn.com, this is an email address that is given to you after you avail an MSN Premium service. The msn domain is kept even if you do not pay anymore. So if you owned one before and now it says it's a reserved domain, try availing an MSN service to regain the address that you want.
