Locking Groups of Rows Together

Is there a way to lock together multiple rows? For example, locking together rows 4-11. This would be for the purpose of using filters. Essentially if someone were to filter but name, or number, all rows corresponding to that name or number would appear, rather than just the row that contains it.

I'm hoping there's a way to do this because otherwise I'd have to change the layout and it would look cluttered making sure the name or other info is repeated every row.

    Excel is a great tool but only when given instructions.

    You must assist by letting Excel know why rows 4-11 should be treated as a group.

    Find what is common to all rows in the group and filter by that parameter.
