Emf image gets rasterized when saving to pdf.

The version is Word 2013 on windows 7/server 2008 R2.

I have 3 machines, and results are the same.

Image compression is prevented in advanced option.

The image is crisp sharp in word, zoomed to 500%.

But when saving to pdf using builtin save as function, no matter what option I chose, the emf image is rasterized and blurry in pdf.

Anyone knows how to fix?

BTW, If I choose to save as pdf/a, operation failed and there's a warning popped up telling me file not found.

    Which PDF reader are you using to open the converted PDF file?

    Kindly upload a screen shot of the same, it would be helpful to understand the issue better.

    I tried adobe pdf reader on windows and ipad, sumatra pdf reader on windows.

    500% in word:

    I'm having the exact same issue as well.

    Windows 8.1

    Word 2016

    Machine is not joined to a domain.

    When I zoom in on an EMF in word, it is clean and obviously vector.

    When I export the document to PDF, using either:

    • Word's builtin 'Save to PDF' option
    • CutePDF Printer
    • Adobe Acrobat Pro DC's 'Save as Adobe PDF' plugin

    the image becomes rasterized.  

    In Word 2016 @ 500%:

    Export -> Create PDF/XPS Document @ 500% in Adobe Acrobat:

    PDF on an iPhone (Even worse, images have a white box around them, but I suspect this has to do with Apple's implementation of PDF than a problem with word):
