PowerQuery Add-In error 'Not Loaded. The user has selected to disable macros'

Hello

When trying to activate the PowerQuery add-in (note there is a tick next to it but the PowerQuery tab isn't showing), the COM Add-ins box shows a message "Not Loaded. The user has selected to disable macros".

Note the following:

  • This was working fine 5 minutes ago.  The only thing I've done was click PowerPivot>Manage Data Model (no data model existed yet for this file).  
  • All macros are enabled 
  • I've tried re-starting Excel and the PC.
  • this happens on all files
  • I have tried re-installing Power Query and Excel
  • I've had this problem once before and the only solution was to re-install my windows profile (I don't want to do this again as it was very destructive).

Please help.
