not able to connect to SQL DB from azure portal as well as management studio . pipelines based on this db are not executing .

What error do you see in management studio? Are you accessing over the internet or via private endpoint?
The database was inaccessible for good 30-40 mins and then it automatically started responding - i did not do any change to any configuration , i just retried
I do not have the snapshot of management studio error now .
But the point is why was it inaccessible from Azure portal , and why did it automatically started responding after some time .
Had this been a production server , then things could have gotten worse ..

Can you try with SQL Management Studio too, before accessing SQL Management Studio make sure to whitelist the IP of the PC you're accessing through Azure SQL firewall rules.
