Error when trying to open a SharePoint library in any office program

Question

We are using a Windows 10 laptop.  I have Office 365 for business, using office 2016.

When I am accessing SharePoint library online, I can open each file in office online and see the document.

But , if online, I then click the "Edit in Word" button, I get this error...

"this action couldn't be performed because Office doesn't recognize the command it was given." 

Do you have any ideas how can I resolve this error so that the document opens in desktop Word.

Based on your description, we’d like to confirm some information:

1. What is your Internet Explorer version, could you try updating the Internet Explorer to the latest version and have a try?
2. Did this problem happen to all your browsers?

We are using internet explorer 11 (Latest version).

We have tried using latest version of chrome as well, this also brings up same message.

There was a application called Dell Protected Workspace since we have removed that it seems to be working ok. but we are going to monitor this for the next few days to see if it has been resolved.
