I found that if I create a OneNote connection using my personal Microsoft account as well as my O365 account the OneNote works correctly. If I only configure a work/O365 account then it does not work, and I get the error stated in this thread.
OneNote Android App does not work (Error 0xE0000641)
I've updated the new OneNote to version 16.0.6965.1812. Since then, it can't connect to my Office365 account displaying the error message: "OneNote cannot create a new notebook at: ... Error 0xE0000641".
Reinstalling, deleting cache and application data does not help. Note: OneNote still works online.

Are you able to work with all other Office applications?
You may try resetting the OneNote App on your Android and check if this helps.
- Ensure OneNote is closed.
- Go to Settings > Apps or Applications.
- Find the App you want to reset. In this case the OneNote App.
- Select the App.
- Scroll down to Reset OneNote.
Once reset check if you are able to resolve the issue with OneNote and you are able to create new notebook. If yes, make sure to follow the same process as above and reset the other Office apps.
Try the above step and let us know the result.

I've performed these steps earlier, and I can only repeat myself: reinstalling, deleting cache and application data did not help.
However, I've performed several other test in the meantime. Here are the results:
Apparently, it might not be an application bug. (The problem is reproducible with even older versions of OneNote) As far as I know, after authenticating with Office or Windows Live account, the associated storage (OneDrive or OneDrive for business) is scanned for OneNote documents. I have two OneDrive for Business and one OneDrive accounts. The error present only in one of the OneDrive for Business accounts. Authenticating with/using the other two does not produce this error.
The problematic OneDrive for Business account is somewhat special
- it has the most files, and the longest file names. And this might be the problem. Even the same OneNote notebook, opening with the same version of OneNote for Android app won't exhibit this bug, if it is opened from the other OneDrive for Business account.
So, I believe, the problem lies in the scanning procedure happening right after setting a OneDrive for Business account.

I have also purchased a new Lenovo tablet and installed One Note on this, with exactly the same problem. One Note is now no longer usable for me on Android, but is still running fine on Windows 10.

Galaxy S7 Edge with latest version of OneNote (16.0.6965.1825). I have tried resetting Office, Sign In/Out, clearing cache & data, and nothing works. All other Office apps work fine, only OneNote does not. I can use OneNote from web and Windows 8.1 PC successfully.
Any ideas? OneNote is totally unusable otherwise.
