How can I close my microsoft account

impossible to close the microsoft account because it is not possible to delete the resources License-based subscriptions & Microsoft Azure subscriptions
in default azure active directory tenants.

What error do you see when you try to remove the account? If you have resources tied to the account you can either delete those or or grant the access/admin privileges to another user. To cancel the subscriptions, go to Billing > Products > cancel subscription in the admin center.
