In the Timesheet page in either Project Online or Project Server, you can enter how many hours of Actual Work that you performed each day. You are not entering start times or end times. The system assumes that the first day for which you reported Actual Work is the Actual Start date of the task, and it assumes that the last day for which you reported Actual Work is the Actual Finish date of the task. Following is what the Timesheet page looks like. You can see that I have tasks assigned to me from a single project, and I have the option to enter Administrative time, such as sick leave.
If your organization wanted to use Project Online, your Office 365 administrator would need to purchase licenses for each project manager and team member, and he/she would also need to create a Project Online instance for your organization. Each PM would then connect their copy of the Microsoft Project desktop application to Project Online.
By the sounds of your last question, I suspect you may be trying to use Project for the Web. Does the URL begin with project.microsoft.com? If so, you are using Project for the Web. And if you ARE using Project for the Web, team members are only allowed to enter a % Complete value for their tasks, or to mark their tasks as completed. There is NO timesheet system for Project for the Web.
