We have the same issue In Iraq, we are not receiving verification numbers on phone numbers only for the free accounts, but we receive them for work or paid accounts!!

I am trying to log into my Microsoft account on my pc. When it prompts me to check my email for a security code that is "sent" to me I receive no emails, neither in my junk or my "all mail". I know that I am using the correct email.

Problem solved:
Windows sign in email verification codes are not received (until this is fixed by Microsoft this is the workaround)

I was having the same issue in that I was unable to authenticate my Windows account after a computer BIOS update. I was receiving the message that my security settings had changed and that I needed to reset my PIN to sign in to Windows. The problem was that I had enabled Windows Hello as my sign in and the only option I was given to reset my Windows Hello PIN was to receive an email at my Outlook email address which was associated with that account. Fortunately, I had a laptop nearby and was able to open my Outlook email. The authentication code, however, was never sent. I tested the email to make sure I was able to receive emails and there was no problem there it was simply that the authentication email was never received (not in spam either). I confirmed the computer was in fact connected to the internet.
I was looking up methods to change my Windows security settings by booting into Windows Recovery Environment (WinRE) and editing the registry which I imagine would have worked but it an absurdly difficult process for something that should be easier.
I came across this thread and realized it was a dead end but then stumbled across the idea of installing the Microsoft Authenticator App on my Android phone which was the solution. It turns out I already had the app installed but with my business outlook account and I needed my personal account. Funny enough when I tried to log in to the Microsoft Authenticator App, I got the same problem and wasn't receiving the authentication code via email. Fortunately, I could log into my account on another Windows computer and create a QR code which did allow me to load my account into the authenticator app.
As soon as I had set up my Windows account on the authenticator app my PC suddenly gave me the option to use the authenticator app to validate my login and reset my PIN.
Problem solved after a couple infuriating hours. Microsoft needs to fix this email issue of codes not getting sent or at least allow people to just enter their password. They should consider that some people might not have a spare laptop with their account pre-loaded or they may have to reset their password using their recovery email or phone number.

Same in Poland - Can't activate office 2016 for which I have paid.
I want to use Office recovery option, because I didn't login for some quite long time to my account office.
Now I changed my PC to the new one and want to activate my Office 2016.
My old password don't work anymore. So I try to recovery.
I am entering good email address and nothing - email with secure code is not delivered to me.
I was not receiving my verification code from Microsoft too. What solved my problem was connecting my cell phone with my PC using the Windows app Phone Link. You can download the app on Microsoft Store.
