How to report an issue of Microsoft Partner Center?

Microsoft Partner Center has been largely unusable for a while due to its extremely slow performance. It may take over a minute for it to respond to a click for showing something.

I want to report this issue in the hope that they can improve it to make it usable again, but I have not been able to figure out how to do it. I have tried different direct links, the help app, all the options under the help icon.

Could anyone offer a tip on this?

    That appears to be a bogus link for me as well. I went to partner center, logged on and went to create ticket and got below but then I've never tried before so have no idea, my account may not have the required level.

    "You don’t have access."

    "We don’t recognize this account"

    but then got to this page which you might try.

    If I follow the suggested link, nowhere can I find the category "Technical Support (Product, Platforms, Tools)". If I signed in first, I would get "You don’t have access." even though the Partner Center page displays the credential and business name at the top correctly.

    Pretty poor support for microsoft partners. Looks like phone contact is impossible.
