Can not receive a verification code to my Microsoft account

I can sign into my account no problem but when I go to change something or try to get the bitlocker recovery id, it tries to send me the code via SMS but I never receive it. (I use an outlook email to log into Microsoft) I have no idea how to get to the bitlocker recovery id and that is what I need.

I have tried what they recommend on their website.

I have tried to recover the account, which i was able to but same problem as before. No verification code gets sent to my phone and I can't access what I need to access.

I also called "Microsoft" numbers and ran into scammers and I called Microsoft numbers that were just recordings and got no where.

Can anyone please direct me to a human who isn't a scammer?

I'm really hoping this makes sense and someone is able to help me.
