Unusual Activity loop

Question

I'm trying to log onto my old hotmail account to access old emails for sensitive documents that I've lost, and I entered incorrect passwords multiple times. The verification email linked to the account is one I also don't remember the password to. I finally logged onto the account that the emails are on but then it said unusual activity detected on the account and asks me to get a code. I enter in my new working address, get a code, input it, change my password, try to sign in, and get met with unusual activity again. Any solutions?
