Outlook app, for Android or iPhone, not syncing Drafts folder to on-prem exchange 2016

I think that says it all.

Apparently ActiveSync 16 is supposed to allow Draft syncing.
We have Outlook for Android, and Outlook for iPhone, and on both of these apps it does not allow drafts to sync back to on-premise Exchange 2016.

We have trialed using the built in email app for Android and it syncs the drafts properly.

Why would the Microsoft designed Outlook application not communicate properly with the Microsoft designed on-premise Exchange Server 2016, but the native Android email client would work?

Any one have an answer? Is something wrong with our configuration, or is this another tactic to push me into MS cloud?

    Sorry, my mistake, but what do I attach it to in the "tags" field? When I type in "outlook" only that one tag comes up. Mail doesn't work, email doesn't work, android doesn't work.

    Office-Outlook-ITPro seems pretty fitting, since it's Outlook, its used in our Office, and I'm an IT Pro.

    I'm annoyed by the fact that Microsoft, that creates and licenses every Exchange server out there, has designed a client for phones, that will not sync the draft folder to an on-premise exchange server. Although active sync 16 claims it should work.

    And also, the Outlook for Android app puts a 30 day limit on folder synchronizations. But only to onprem exchange. Not to Exchange online.

    Because these two items just cause stress in the on prem versions, I cannot help but think it is a Microsoft Marketing ploy to push customers into their cloud.

    I should also mention that the in-app support primarily just spins the blue circle, and often times out. It worked once, and then fails every other time.

    It also doesn't let me get feedback from the community, only from "wherever that support request goes".
