I want to give access to one of the user to purge emails from office 365 portal. Which access needs to be given for the user

    Make yourself Global Admin.
    Go to :
    https://compliance.microsoft.com/compliancecenterpermissions

    then

    then scroll all the way down:

    Check that box

    then Edit the members and save:
