Hope you're doing great ! i am new with .net and i chooses a basic html template here ( https://athemeart.com/downloads/hostula-free-hosting-template/ ).

And my question , is there have any automatic tools that's convert the html template into .NET basic template. just like import and export and run on windows

There's no automated tools because the 3rd party template can contain any number of 3rd party libraries. Read the 3rd part template documentation to see if they have a layout for the framework you are targeting.
