Is Azure Storage the tech we need for allowing website users to upload and download files?

We have an Azure AppService/Website that allow users to upload and download files from the site. Right now those files are just stored in our SQL server instance. However, this is getting unwieldy (very large database). We assume there must be file storage we can tap into so users can still upload and download documents, however they would be stored in "file storage" instead of our DB.
While reading about file storage and adding a "storage account" to our account, we still can't find any clear direction.
Would love it if someone could just point us in the right direction for starting to set up what we thought would be so simple and standard that we would find the help we need easily.

    Azure storage is a service that can be used for storing files, it offers multiple services including Blob, Files, Tables and Queues. If you have a specific question about the service please let us know.

    You can serve static content (HTML, CSS, JavaScript, and image files) directly from a storage container named $web. Hosting your content in Azure Storage enables you to use serverless architectures that include Azure Functions and other Platform as a service (PaaS) services.
