I have exactly the same error message. Strangely the same application (but for a test environment) doesn't have this issue.

Hi, I am trying to complete provisioning for Apple Business Manager and getting the same error today. May not be localised to that application. Has anyone logged a premier support ticket?
Experiencing the same issue here but with the Apple Business Manager Enterprise Application.
Logged in this morning and it seems to work. Looks like it was an MS hiccup?! just glad it's up and running now. Thanks everyone, good luck with your app. I'd suggest maybe reaching out to MS if it's not functioning.
