Windows 10 photos not working

I have gone through various steps to try and resolve this issue:

sfc /scannow
chkdsk

powershell scripts

reset and repair the Photos app and Microsoft Store

Nothing has fixed it. I can't open files using the app, it comes up with error message saying "Windows cannot find 'file name' Make sure you typed the name correctly, and then try again." 33723-capture.png

I've gone through with Microsoft 365 support as I thought the isue was OneDrive but it's in fact Windows 10. I think it happened after an update a few months ago.

What other steps could I take, apart from clean install?!
