Can't delete VMware vCenter in Azure Arc cause of Azure enabled VM

According to this article I've to uninstall the extension of that particular VM, but it won't let me. https://learn.microsoft.com/en-us/azure/azure-arc/vmware-vsphere/remove-vcenter-from-arc-vmware

When I go there it says: **Failed to load extensions list. Retry in a few moments and contact support if the issue persists.

FYI, this Azure Arc Bridge isn't active or present. I just want to clean this up in our dev/test subscription

    The vCenter connection to Azure is done through the Arc resource bridge. From the description above, the resource bridge is been deleted or inactive, the communication is broken from Azure to vCenter. If the goal is to clean up, you can delete all the vCenter related resources from Azure.
