says that "with the release of Windows 10, all new Windows 10 kernel mode drivers must be submitted to" and then lists the link, that takes me to the partner portal. There is absolutely no place to submit a driver on that portal. Where and how do I submit the driver?

Looks like you are right. Is this mandatory, or the signing with Comodo certificate, like before Win10, will be sufficient?
My MPN portal for some reason doesn't have the "Hardware" section, like the portal on the screenshot.
