Which is correct, ie9 emulation or VM VirtualBox ie9?

I want support with internet explorer 9.

I am developing (devtool emulation internet explorer 11) ie9 using Win7.

However, the style is broken in IE9 of Win7 running on VM VirtualBox.

Which is correct, ie9 emulation or VM VirtualBox ie9?
