You will need to add the "Web Clips" app to the Show or Hide Apps list in order for the web clip to show up on the device when restrictions are applied. This should allow the web clip to be displayed along with the other permitted apps

We have iOS devices which are ABM / enrolled / supervised, and am setting up a new config to only display limited apps, using Device Restrictions > Show or Hide Apps. This works fine for both iOS stock and VPP apps. We also want to add a Web clip (aka just a web bookmark) to this config. The Web clip appears when we remove the above restriction and functions fine, however when we apply the restriction, it disappears. I presume this is because it's not explicitly listed under the Show or Hide Apps list.
What "app" should I add to enable web clips to show in this scenario?
One of the already permitted apps is Safari, so it's not that.

After some trial & error, have tested that the following works to display Web links (not iOS Web Clips, untested):- App store URL: [blank]
App name & Publisher can be any values.
