I was having the same issue. Make sure if it is a business account that they are logging into a Microsoft 365 or business account. If they are trying to log in to a regular Microsoft account it will give the error message that the account does not exist.

one of my user is having an issue with his Microsoft account when trying to login to your Microsoft authenticator app.
When he tries to change the password on his windows laptop it says he should enter a code on his Microsoft authenticator as shown in the screenshot below:
But when he tries to login to your Microsoft authenticator on the mobile phone to get the code it says your Microsoft account does not exist.
